Jubilee Park, Frankston Netball Courts

The 2013 Jubilee Park Master Plan identified the 14-netball court facility as non-compliant and in a poor condition with a number of safety hazards and access issues. The Frankston City Council engaged 2MH Consulting to identify the facility's issues and opportunities to develop a fully compliant competition standard netball facility. 2MH were engaged throughout the project journey, conducting the investigative works, providing a sound package with concept design and cost estimates for council's funding application, detailed design and specification package for tender, tender assessment advice and select project management and quality & compliance sign off. The result was 13 compliant courts on an asphalt base with a slip resistant acrylic surface, competition standard lights to 10 of the courts, a PA system, large shelters, heel proof grated drainage system, water bubblers, additional circulation space for spectators outside of the court run-off areas and ramped access. The end product is exceptional. The facility is in line with Netball Australia and Netball Victoria's netball facility recommendations and compliance requirements and the user groups now enjoy a user-friendly, fully accessible netball venue with sustainable future participation outcomes for the Frankston region.

Project challenge

The project stakeholders requested a minimum of 13 compliant courts within the defined space. The additional space required to accommodate compliant courts and their associated infrastructure initially exceeded the intended footprint

2MH solution

The design team manipulated the design levels to allow the courts to be located as close to the title boundary and water easement to the North as possible. The pavement also had to be extended to the West towards the football ground which required the realignment of underground stormwater pipes and tree removals. Approvals were required for each of these challenges, which resulted in a far superior outcome for the overall project
